The Dilnot Commission Report
The report of the Dilnot Commission addresses the care needs of a population which is living far longer than in the past, including people with illnesses and disabilities. The number of carers is expected to rise from 6.4 to 9 million by 2037. In recent years social care funding has not kept pace with spending on the NHS; combined with reduced funding for local government and the result often equals substantial cuts to social care services.
The key proposals from the Dilnot Commission are:
Care costs cap and raising the means-test threshold.

Greater resources to the adult social care system.

Retention of universal disability benefits, like Attendance Allowance.

A national system of assessments and eligibility.

A new advice and information strategy.

Improved Carers’ Assessments.
